Eligibility:
You are eligible for a Freedom Pass if
your principal residence is in London
you were born on or before 5 April 1950
OR
you have an eligible disability (see list below)
Your principal residence must be in London
Your London home needs to be your 'sole' or 'principal' residence, which means you live there the majority of the time. You would also need to be able to provide proof of where you live. Check what proof is acceptable
You must meet the age criteria
A change in legislation means that if you were born on or after 6 April 1950 and 5 April 1955, you will no longer be eligible on your 60th birthday. Use the calculator on the web site (http://www.londoncouncils.gov.uk/services/freedompass/eligibility/defaul...) or download the table to find out when you become eligible for free travel. You can apply up to 14 days ahead of your eligible date.
Disabled Person’s Pass
You have an eligible disability
The main categories of disability in the Transport Act 2000 which make you eligible for a Freedom Pass are listed below.
If you have any of the following disabilities you can apply for a freedom pass. These are:
1) People who are blind or partially sighted
2) People who are profoundly or severely deaf
3) People without speech
4) People who have a disability, or have suffered an injury, which has left them with a substantial and long-term adverse effect on their ability to walk
5) People who do not have arms or have a long-term loss of the use of both arms
6) People who have a learning disability that is defined as 'a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning'
7) People who, if they applied for the grant of a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988, would have their application refused pursuant to section 92 of the Act (physical fitness) otherwise than on the ground of persistent misuse of drugs or alcohol.
How to apply
Disabled Person’s Pass National Scheme
Applications for this pass are handled by the borough of residence
If you believe you are in one of the eligible categories and are entitled to a Freedom Pass, you need to contact the borough who will determine your eligibility.
Discretionary disabled pass (London-only)
A few boroughs continue to issue Discretionary Freedom Passes to disabled people outside of the statutory categories of eligibility. They do this in exceptional circumstances and many of these passes are on issue to people previously eligible for the old scheme before new criteria were introduced. The number of boroughs offering these may be subject to change and because these passes are discretionary they could be withdrawn at a future date.
If you are a discretionary passholder, your pass can be used in London only . It is not valid for travel outside of London. You have the same entitlement as other Freedom Pass holders on Transport for London buses, Tube, trams, DLR and national rail within Greater London.

Documents Required
When you come to the Post Office to make your application for an older persons Freedom Pass, you need to bring:
Photograph
All Freedom Pass applications require a passport size photograph.
Proof of your name and age (one item from the list below):
Letter of pension entitlement
Current passport
Medical card
Birth certificate (unless your name has changed)
Pink driving licence (paper or photocard)
Proof of your address (one item from the list below):
Current council tax bill/letter/payment book
Current council/housing association rent book/statement/letter
Current television licence
Residential utility bill (excluding mobile phone bills) dated in the last 3 months
Residential bank/building society statement dated in the last 3 months
HM Revenues and Customs letter dated in the last 3 months
Department for Work and Pensions letter dated in the last 3 months
Occupational pension letter dated in the last 3 months
Residential credit card statement dated in the last 3 months.
If you do not bring your proof of name, age or address to the Post Office they will not be able to give you a Freedom Pass.
